Pre-Entry A1 Exam vs. Domestic Integration Law (Wet Inburgering 2021): Key Differences & What NOT to Study

Understand the crucial differences between the A1 exam abroad (MVV) and the domestic integration law (Wet Inburgering 2021). Avoid studying the wrong subjects.

The Big Confusion: Why Candidates Waste Months Studying the Wrong Topics

Online forums, Facebook expat groups, and outdated YouTube videos are filled with candidates panicking over writing essays, compiling 50-page job portfolios (ONA), and preparing for B1 listening dialogues.

When these candidates arrive at their Dutch embassy, they discover that none of those topics exist on the abroad exam.

This widespread panic happens because candidates confuse two completely separate Dutch integration laws:

  • The Pre-Entry Exam (Basisexamen Inburgering Buitenland - A1 Level): Taken abroad at an embassy as a condition to get an MVV visa.
  • The Domestic Integration Law (Wet Inburgering 2021 - B1/A2 Level): Undertaken inside the Netherlands over a 3-year period after arriving.

Understanding the difference saves you hundreds of hours of unnecessary study stress.

What Is NOT Tested on the Abroad A1 Exam (Stop Studying These!)

If you are preparing for your embassy exam, immediately stop spending time on these 4 areas:

1. No Writing Exam (Geen Schrijfvaardigheid)

You will never be asked to write an email, fill out a handwritten form, or compose an essay on an embassy computer. Do not waste time memorizing spelling rules for long formal letters.

2. No Separate Listening Exam (Geen Apart Luisterexamen)

While you listen to questions in the Speaking and KNS modules, there is no independent 45-minute audio listening test with fast conversational dialogues.

3. No Labor Market Portfolio / ONA / MAP

The Oriëntatie op de Nederlandse Arbeidsmarkt (ONA) and the Module Arbeidsmarkt en Participatie (MAP) are domestic career trajectory modules. They are administered strictly by Dutch municipalities after you move to the Netherlands.

4. No Participation Statement (Geen PVT)

The Participatieverklaringstraject (PVT) is a workshop on Dutch core values conducted by your future Dutch municipality. You do not sign or take a test on this abroad.

The 3 Things DUO Actually Tests at the Embassy

Your entire preparation for the abroad exam should focus 100% on these three modules:

  • Knowledge of Dutch Society (KNS): 30 multiple-choice photo questions out of the 100 official scenarios.
  • Speaking Proficiency (Spreekvaardigheid & Aanvulzinnen): Answering short personal questions and finishing sentences within 5 seconds.
  • Reading Comprehension (Leesvaardigheid): Reading short notices, ads, and emails and answering multiple-choice questions within 35 minutes.

How the Transition to the Domestic System Works After Arrival

Once your partner passes the A1 exam, obtains the MVV visa, and lands in the Netherlands:

  • Municipal Registration: Register at the local town hall (Gemeente) to receive a BSN.
  • The Municipal Intake (Brede Intake): Within a few months, the municipality invites your partner for an assessment interview.
  • Personal Integration Plan (PIP): The municipality drafts a personalized 3-year learning roadmap (the B1 Route, Education Route, or Self-Reliance Z-Route).
  • Language Classes in NL: Your partner attends accredited domestic language courses in the Netherlands leading up to the final B1/A2 domestic exams.

A Realistic Study Roadmap: From Zero to MVV to Dutch Fluency

  • Phase 1 (Abroad - 6 to 10 Weeks): Focus purely on A1 vocabulary, KNS photo scenarios, speaking prompts, and sentence completions on PolderPass to pass the embassy exam.
  • Phase 2 (Relocation - Month 1): Land in the Netherlands, register for BSN, DigiD, health insurance, and GP.
  • Phase 3 (Domestic Integration - Year 1 to 3): Transition smoothly into the municipal Wet Inburgering 2021 program to reach B1 fluency, enter the Dutch job market, and qualify for permanent residency.

Why PolderPass Is 100% Focused on the Real Abroad A1 Exam

  • Zero Wasted Time on Irrelevant Modules: PolderPass contains zero domestic distractions (no ONA portfolios, no complex writing tests).
  • Tightly Aligned with DUO Embassy Standards: Every question, audio prompt, and photo scenario directly mirrors what appears on the embassy monitor.
  • Accessible Preparation for Every Couple Worldwide: Pass on your first attempt without unnecessary stress or expense.
